| 摘 要： | 归纳总结各方观点认为，公立医疗机构改革是医改的核心环节，也是难点之一。医疗卫生体制改革必须坚持公立医疗机构的公益性，坚持公立医疗机构为主体，其他类型医疗机构为补充，并优化医疗机构布局和机制，完善覆盖城乡的医疗服务体系。

| Abstract: | In summary of opinions from different sectors,the state-owned medical institution reform is the emphasis and the main difficulty of the medical reform.The medical reform must adhere to the public welfare of the state-owned medical institutions,upholding the state-owned institutes as the mainstay and other types of medical sectors as supplement,optimizing the distribution and the mechanism of the medical institutions,and improving the medical service system covering rural and urban areas. |
