青海省乡村卫生服务一体化管理下的村卫生室运行机制探讨

目的探索乡村卫生服务一体化管理下村卫生室的有效运行机制。方法通过项目试点地区选择，各类文献和访谈资料收集，运行模式设计、试点地区干预运行与评价分析开展研究。结果本研究从村卫生室办医形式与管理办法、村医队伍建设与管理、基本医疗与公共卫生服务能力要求、村卫生室运行补偿制度建设、药品配送与管理和服务监管与绩效考核六个方面实施的运行措施取得了满意的效果，并总结出了一定的经验。结论乡村医生纳入公益化岗位，乡镇卫生院药房建成村卫生室的中心药房，建立科学系统的监管和绩效考核制度不失为推动乡村卫生一体化管理下村卫生室有效运行的重要措施。

Discussion on Operating Mechanism of Village Health Centers under the Integrated Management of Rural Health Service in Qinghai

OBJECTIVE To explore an efficient operating mechanism for village health centers under the integrated management of ru- ral health service. METHODS It developed its research in a method of selecting project areas for trial, collecting materials of litera- ture and interviews, designing operating mode, intervened operation of and evaluation on the trial project areas. RESULTS It extracted some experience from the satisfying result achieved from the operating practices on six aspects including village health center running mode and management method, capacity building and management, capacity requirement on basic medical and public health service, compensation system development for village health center＇s operation, pharmaceutical delivery and management, service regulation and performance evaluation. CONCLUSION It finally drew an advisable conclusion that it would be an important measure to propel the realization of an efficient operation if the public-interest positions were offered to village doctors; the pharmacy was developed in- to the central one for the village health center; a systematic and rational system was developed for regulation and performance evalua- tion for the village health centers.
