四川省2008--2012年新型农村合作医疗住院情况分析

目的分析四川省2008--2012年新型农村合作医疗基金使用、参合农民住院及补偿情况，找出存在的问题并提出时策。方法将四川省2008--2012年新型农村合作医疗运行数据进行汇总，并将相关统计指标进行描述性分析。结果四川省2008—2012年新型农村合作医疗的基金使用率、住院率、住院总费用、住院补偿费用、次均住院费用及住院补偿比均不断提高；病员流向和补偿费用逐年向县级和县外医疗机构倾斜。结论参合农民受益程度提高，但住院率和住院费用呈过快上升趋势，需要完善政策以及加强监管，促进病人合理分流，控制住院率和住院费用不舍理上升。

Analysis on the Inpatient Compensation of New Rural Cooperative Medical System from 2008 to 2012 in Sichuan

OBJECTIVE To analyze the fund allocation and the inpatient compensation of new rural cooperative medical system（NCMS）, and try to solve the problems. METHODS Based on the statistical data of NCMS, it analyzed the comparable indexes. RESULTS From 2008 to 2012, the fund utilization, hospitalization rate, the total hospitalization expenses, average hospitalization expenses and hospitalization compensation ratio were constantly increased. There was a tendency that more inpatients and compensation fund had flowed to the country-level and above medical institutions. CONCLUSION The benefit of farmers was improved, the hospitalization rate and the hospitalization expenses increased rapidly. It needed to strengthen supervision and management,rationalize the triage of patients and control the unreasonable medical expenses increasing.
