宁波市基本公共卫生服务项目实施现况及优化路径研究

推行基本公共卫生服务项目是实施健康中国战略、落实预防为主工作方针的重要举措。从基本公共卫生服务的可及性、实施过程和效果三大方面,分析宁波市基本公共卫生服务项目的实施现况。研究发现,宁波市存在慢性病患病率居高不下、儿童中医药健康管理等项目利用率仍不高、基层医务人员激励机制尚需完善等关键问题,提出"以家庭医生签约服务为抓手,逐步提高居民健康管理率""创新服务模式,提高居民服务利用率和服务效果""以需求为导向,建立健全基本公共卫生服务项目动态调整机制""完善激励机制,提高基层卫生人员工作积极性"等优化路径。

Study on the Implementation Status and Optimization Path of the Basic Public Health Service Projects

The implementation of basic public health service projects is an important measure to implement the Healthy China Strategy and implement the prevention-oriented work policy.This study analyzed the implementation status of basic public health service projects in Ningbo from three aspects:accessibility,implementation process and effects.It was found that the prevalence of chronic diseases in Ningbo was high,the utilization rate of Chinese medicine health management for children was still not high,and the incentive mechanism for grassroots medical staff needed to be improved.We proposed some suggestions for decision-making of relevant departments,such as“taking fami-ly doctor contract service as the starting point to improve the residents'health management rate”“innovating service mode to improve the service utilization rate and service effect”“basing on the demand to establish the dynamic adjustment mechanism of basic public health service projects”and“optimizing the incentive mechanism to improve the enthusiasm of grassroots health workers”.
