基于人力资源能力成熟度模型的公立医院人力资源管理质量评价

摘    要:推动公立医院高质量发展势必要提升人力资源管理质量。建立公立医院人力资源管理质量评价模型,以实现对人力资源管理状态、水平和效果的对标检测和价值判断,具有很强现实意义。考虑医院具有知识密集型组织特点,研究聚焦人力资源能力成熟度模型(P-CMM),系统分析其特点、应用与改进。在此基础上,围绕公立医院人力资源管理质量评价模型的建立,提出开展院科两级评价、指标设定遵循三原则、与其他方式相融合等建议。

The Evaluation of Human Resource Management Quality in Public Hospitals based on the Human Resource Management Capability Maturity Model

Abstract:To promote the high-quality development of public hospitals,it is necessary to improve the quality of human resource management.It is highly relevant to establish a quality evaluation model for human resource management in public hospitals in order to achieve benchmarking tests and value judgments on the state,level and effectiveness of human resource management.Considering that hospitals are knowledge-intensive organizations,it focuses on the people capability maturity model(P-CMM)and systematically analyzes its characteristics,application and improvement.On this basis,building an evaluation model around the quality of human resource management in public hospitals,carrying out two-level evaluation,following three principles of index setting and exploring the integration with other methods are proposed.
