基于复合系统协同度模型的江苏医疗一体化协同发展研究

目的对江苏省医疗一体化协同度进行评价,分析医疗一体化发展过程中存在的问题并提出对策。方法以文献研究为基础,选取江苏省内的公立医院作为研究对象,结合协同效应理论和利益相关者理论构建评价指标体系,建立江苏省医疗一体化复合系统协同模型,并基于江苏省2014—2019年面板数据,对江苏省医疗系统协同度进行实证分析。结果2014—2019年,江苏省医疗一体化协同度介于0.0733~0.1169之间,总体呈轻微波动上升趋势,但仍处于较低水平;江苏省医疗一体化各子系统有序度呈明显增长态势,但是各子系统之间存在极大的差异性。结论利用医联体加强初级卫生保健,保障患者首诊需求;完善配套政策,优化卫生资源配置结构;大力推进智慧医疗,促进就医过程一体化体系建设;充分发挥政府的宏观调控作用,完善江苏省医疗一体化协同机制。

Research on Coordinated Development of Medical Integration in Jiangsu Province Based on Coordination Degree Model of Composite System

Objective To evaluate the synergy degree of medical integration in Jiangsu Province,analyze the problems existing in the development of medical integration in Jiangsu Province and put forward countermeasures.Methods Based on literature research,the evaluation index system was constructed by combining synergy effect theory and stakeholder theory,and the synergy model of medical integration composite system in Jiangsu Province was established.Based on the panel data of Jiangsu from 2014 to 2019,the synergy degree of medical system in Jiangsu Province was empirically analyzed.Results From 2014 to 2019,the synergy degree of medical integration in Jiangsu Province was between 0.0733 and 0.1169,showing a slight upward trend but still at a low level.The order degree of each subsystem of Jiangsu medical integration shows an obvious growth trend,but there are great differences among the subsystems.Conclusion The use of medical associations to strengthen primary health care to ensure patient first visit needs,perfecting supporting policies and optimizing allocation structure of health resources,vigorously promoting intelligent medical care and promoting the construction of an integrated system of medical treatment process,Giving full play to the government’s macro-control role and improving the medical integration coordination mechanism in Jiangsu Province.
