摘    要:目的 :从公立医院改革的基本要求出发,探讨科学合理的公立医院管理部门绩效管理机制。方法 :将样本地区部分三甲公立医院作为研究对象,采用了文献查阅、问卷调查、专家咨询等多种研究方法,分析了公立医院管理部门绩效考核存在的问题与难点,对绩效考核方式进行探索。结果与结论 :公立医院绩效机制需要充分考虑定性与定量相结合,以平均耗时与工作难度系数加权相结合的工作量计算模式是医院管理部门绩效考核管理的解决方案之一,并需要适当采取加权,兼顾统一与个性化的考核。

Abstract:Objective:To discuss the scientific and reasonable performance appraisal management system of public hospital management departments from the basic requirements of public hospital reform.Methods:A variety of research methods including literature review,questionnaire survey and expert consultation were used. Some tertiary hospitals in sample area were taken as the research objects. Problems and difficulties in performance evaluation of public hospital management departments were analyzed and the performance appraisal method was explored.Results and Conclusion:The mechanism of public hospital performance needs to take full account of the combination of qualitative and quantitative methods. It is suggested that combination of the average time consuming and difficulty coefficient weighted workload calculation model be one of the solutions for the management of hospital management department performance evaluation,which also needs appropriate weighting and the balance of unity and individualized assessment.
