我国出生缺陷防治规范化评价指标体系的研制

摘    要:目的 针对当前缺乏统一、操作性强的出生缺陷防治规范化评价指标体系,构建出生缺陷防治规范化评价指标体系,用以评价出生缺陷防治工作优劣,为卫生政策决策者选择经济有效的干预措施提供依据。 方法 基于全国和各省出生缺陷防治方案要求,结合文献分析、专题小组讨论、专家咨询法等方法构建出生缺陷防治规范化评价指标体系。 结果 3轮专家咨询的专家积极系数为100%,专家平均权威系数为0.93。最终的出生缺陷规范化评价指标体系包括3个一级指标(支持评价、过程评价、效果评价)、23个二级指标和100个三级指标。不同专家对一级指标之间权重判断的一致性较低,Kendall协调系数为0.183,并确定权重。 结论 本研究结合国家政策、相关文献和专家意见构建了我国出生缺陷防治工作规范化评价指标体系,该指标体系可用于评价地区出生缺陷防治工作的规范化程度。

Abstract:Objective To develop a standardized evaluation index system which can be used to assess the performance of work about prevention and treatment of birth defects in view of the lack of a unified and operable standardized evaluation index system for prevention and treatment of birth defects currently, and to provide a basis for health policy-makers to select cost-effective interventions. Methods Based on the requirements of national and provincial birth defect prevention and control programs, a standardized evaluation index system for birth defects prevention and treatment was constructed by combining literature review,thematic group discussion, expert consultation and other methods. Results The positive participation coefficient of experts in the three-round expert consultation was 100%, and the average authority coefficient of included experts 0.93. The final standardized evaluation index system for birth defects included 3 first-class indexes (support evaluation, process evaluation and effectiveness evaluation), 23 second-class indexes, and 100 third-class indexes. There was a low consistency across experts in determining the weights of first-class indexes. Kendall coordination coefficient was 0.183, and the weight was determined. Conclusion This study develops a standardized evaluation index system for prevention and treatment of birth defects on the basis of national policies, relevant literatures, and expert opinions. This index system can be used to evaluate the standardization degree of birth defects prevention and control at local level.
