我国药品价格管制政策失灵的成因分析及对策探讨

目的:为强化我国药品价格管制效果和推进相关体制改革提供思路。方法:运用经济学理论和比较分析的方法对我国药品价格管制政策失灵的成因及对策进行分析。结果与结论:医药领域的信息不对称、医疗机构处于特殊垄断地位、被管制者规避管制等是导致价格管制失灵的原因,解决这一问题,需要进行多方面的改革,提高价格管制的科学性,改善管制政策的传导机制。

Failure of Drug Price Control Policy in China: Causes and Countermeasures

OBJECTIVE： To discuss the ways to improve the drug control outcome in China and to facilitate the related system reform. METHODS： The causes and countermeasures for the failure of drug control policy in China were analyzed comparatively using economic theory. RESULTS ＆ CONCLUSIONS： Information dissymmetry in the medicine area, monopoly of medical institution and their evasion of control etc all resulted in the failure of price control policy. To avoid this failure, it is necessary to take reform measures in many aspects, enhance the scientificity of price control, and improve the conduction mechanism of price control policy.
