摘    要:政策对话允许将研究证据与受未来优先决策问题影响并参与决策的个人的观点、经验和隐性知识综合考虑。众多因素激起了对使用政策对话越来越多的关注,这些因素包括:① 认识到对决策者和其他利益相关者而言本土化“决策支持”的需要;② 认识到研究证据仅是影响决策者和其他利益相关者决策过程的因素之一;③ 认识到许多利益相关者能给决策过程注入自己的价值观或偏好;④ 认识到不仅决策者、许多利益相关者也能够采取行动解决高度优先问题。本文通过提出一些问题引导组织和开展政策对话支持知证决策。这些问题包括:① 对话是否致力于解决高度优先问题?② 对话是否提供了机会来讨论问题、问题解决方案及方案实施中需考虑的重要事项?③ 是否已通过预先发放政策简报和讨论影响决策过程的全部因素为对话提供信息?④ 对话是否确保了该问题决策参与者或将受其影响的人员代表的公平性?⑤ 该对话是否有人主持并遵循不评价个体也不强求达成共识的原则?⑥ 所得结果和后续活动是否支持行动措施?
