霍山县结核病防治规划终期评估结果分析

目的评价《霍山县结核病防治规划〈2001-2010年〉》实施情况,对实施效果进行评估分析,为结核病控制工作可持续发展和进一步提高结核病防治水平提供科学依据。方法按卫生部《全国结核病防治规划〈2001-2010年〉》终期评估方案要求,核实资料,通过对患病登记率、现代结核病控制策略(DOTS策略)执行情况进行汇总分析,并对DOTS策略效果及社会效益进行评价。结果霍山县DOTS策略覆盖率达100.00%;发现涂阳肺结核病人1 337例,任务完成率100.00%;新发涂阳登记率32.19/10万;新发涂阳病人2个月痰菌阴转率为80.89%,治愈率85.40%;避免7 070人感染结核菌和707人发病;避免因结核病死亡574人;直接社会效益481644元,为社会挽回损失总价值77650618元,成本效用比值242.70,效益成本比值37.50。结论规划实施进展顺利,终期目标如期实现。

Analysis of the final evaluation of tuberculosis prevention and control programme in Huoshan county

Objective To evaluate the implementation effects of （（Huoshan tuberculosis（TB} prevention and control program（2001 -2010）））, and provide scientific evidence for sustainable development and further improving the level of TB control. Methods Based on the final assessment plan of ＂National TB control program from 2001 to 2010＂ made by Min- istry of Health . We verified the data, summarized and analyzed the registration rate, the epidemic characteristic of TB and implementation of DOTS strategy, and evaluated the effect and social benefits of DOTS strategy. Results The coverage of DOTS was 100 %, 1 337 smear- positive TB patients were found, with a completion rate of 100%. New case registration rate of smear positive pulmonary tuberculosis was 32.19/100 000. Conversion rate at two - month follow - up of smear - positive TB patients was 80.89% , and the cure rate was 85.40%. 7 070 persons avoided infection, 707 persons avoided developing into TB, and 574 patients avoided death. Generating a directly social benefit of ￥ 481 644 and restoring the loss of ￥ 77 650 618 for society. The cost - utility ratio was 242.7, and the benefit cost ratio was 37.5. Conclusion The im- plementation of the programme was progressing smoothly and the final goal had been achieved in time. However, county fi- nance investment, capability building of TB prevention and control institutes and the quality of DOTS still need to be en- hanced in future.
