关于中国公共卫生应急体系若干问题的思考

近年来,疾病预防与医疗卫生相关机构,对突发公共卫生事件发生的机理有了更深刻的认识,能科学高效地应对突发公共卫生事件,应对能力不断提升。但由于我国地域辽阔,自然环境复杂多样,人口基数庞大,民族众多,改革开放后,人口流动增速较快,老龄化攀升迅速,新老传染病不断发生,慢性病大众化、年轻化等问题日趋严峻,对SARS之后重塑的疾病控制体系和职能发挥提出了更大的挑战。本文对我国公共卫生应急反应体系进行了综合分析,聚焦我国公共卫生应急体系建设方面存在的主要问题,通过对问题进行分析,提出从完善物资配备和健全国家应急管理体系、设立新的防控"主动预防"理念和症状监测系统、加大财政投入保障、完善人才队伍建设、构建现代化信息交互平台、加强军民融合和提升群众应急的主动意识和能力建设八个方面不断加快我国公共卫生应急反应体系建设,为完善我国突发公共卫生应急体系建设提供理论和决策支撑。

Thoughts on some problems of public health emergency system in China

In recent years,having gained a deeper understanding of the mechanism of public health emergencies,the disease control and medical and health-related institutions can respond more scientifically and efficiently to public health emergencies,and have continuously improved their ability. However,due to China’s vast territory,complex and diverse natural environment,huge population base,and the large number of nationalities,the rapidly rising aging,fast flow of population after the reform and opening up,and the problems of double pinching of new and old infectious diseases and the popularity and youth of chronic diseases have become increasingly serious. Reshaping the disease control system and functions after SARS has posed even greater challenges. This paper comprehensively analyzes the public health emergency response system in China,focusing on the main problems in the construction of the public health emergency response system in China. By researching and identifying problems,the paper proposed to improve the material supply system,improve the national emergency management system,set up new"active prevention"concept and symptom monitoring system,increase financial investment guarantees,improve the construction of talent teams,build a modern information interaction platform,strengthen military-civilian integration,and enhance the active awareness and capacity building of the mass emergency to continuously accelerate the public health emergency The construction of the response system provides theoretical and decision supports for the improvement of China’s public health emergency response system.
