从SARS流行剖析我国现行疫情报告系统

传染病的有效控制依赖于有效的反应系统，有效的反应系统依整于有效的疫情监测。从去年突发公共卫生事件SARS中，不难看出我国疾病监测系统内容仍不完善、疫情信息不透明、疫情系统不畅通及资料资源共享度不高、疫情系统反馈机制不健全、疫情报告管理痼疾依然存在。应建立完善灵敏的疫情报告系统网络，尊重公民知情权，建立疫情及时公开制度，加强疫情国内、国际多层面、多渠道的交流与反馈，使传染病疫情报告系统适应社会发展的需要。

Analysis on present reporting system from the prevalence of SARS

Effective control of infectious diseases relies on an effective response system. And the effective reactive of a response system relies on an effective diseases surveillance. Epidemic of SARS of last year indicated that our system of diseases surveillance was not perfect yet. Epidemic information was still opaque, epidemic situation system was not straightway. Sharing degree of materials was low. Epidemic situation feedback system was imperfect, and the management of reporting system for epidemic was poor. A sensitive national diseases reporting management system should be established. Citizen's right of knowing the inside story should be respected. The system of opening epidemic information should be established. Domestic and international collaboration should be strengthened to make diseases reporting management system meet the need of social development.
