6城市医疗救助利用效果综合评价方法的尝试

目的探讨基于调查问卷原始资料创建评价指标体系,其中9项指标的代表性和适用性,以及technique for order preference by similarity to ideal solution(TOPSIS)法与秩和比(Rank sum ratio,RSR)法结合在城市医疗救助利用效果综合评价中的应用,为政府决策部门评价医疗救助利用的效果提供依据。方法利用6个城市1116户现况调查问卷的原始数据经过量化计算创建评价指标体系,并选取9个有代表性的指标,用TOPSIS法和RSR法结合进行综合评价。结果以6城市医疗救助利用累计频率所对应的概率单位值Probit为自变量,以相对接近程度系数Ci值为应变量求得的回归方程为:RSR=-1.263+0.301probit(r=0.891;t=3.922;P0.05),根据Ci值进行分档排序,经方差分析,3档间差异有统计学意义(F=15.384;P0.05)。结论经综合评价分档排序B市为上等,A市和E市为中等,C市、D市和F市为下等。调查问卷原始资料创建评价指标可行适用,TOPSIS法和RSR法相结合使评价方法优势互补,评价结果更加准确、客观,为政府决策部门提供了简捷的评价依据,亦为类似调查资料的分析评价提供了新的途径。
