| 摘 要： | 本总结了推行医疗保障制度改革(医改)试点过程中加强组织领导、抓好宣传教育、做好前期准备、精心组织计划的经验，探讨了全面推广医改工作应注意的问题：应加大统筹力度，明确各级各类统筹标准；应改进持卡就医，完善功能，尽可能一步到位；应尽可能增加卫生经费投入，使经费保障保持在一个较高的水平，增强投入与保障改革并举。

Also discussed the key problems in promotion of the innovation such as the function of medical ID card should be improved, the outlay of health service should be increased. |
