中药保密品种管理制度初探

本文运用文献资料法，对我国中药保密品种目前发展状况进行介绍与分析，为我国制定中药保密品种的相关管理制度提供借鉴。目前我国中药保密品种的发展存在以下问题：中药保密政策与其他国家药品政策不兼容、中药保密品种很难进行二次研发、对包含中药保密品种配方产品的其他成分进行保密，侵犯公众知情权。我国中药保密政策应与国际药品政策接轨；我们应对中药保密品种进行专利保护，促进其二次研发，并且加强对中药保密品种的监管，保证消费者的知情权。

Discussion on the management system of the traditional Chinese medicinesecret varieties

This article introduced and analyzed the development of the traditional Chinese medicine secret varieties in our country using literature research methods, in order to provide suggestions to develop some measures related to the Management System of the Traditional Chinese Medicine secret varieties. The traditional Chinese medicine secret varieties have the following problems： the traditional Chinese medicine secret policies are not compatible with other na- tional drug policy and difficult to conduct in-depth research;some companies are not willing to disclose other ingredi- ents of products which contain the formula of the traditional Chinese medicine secret varieties and this behavior has hurt the public＇s right to know. The traditional Chinese medicine secret varieties policy should conform with interna- tional drug policies; we should protect the traditional Chinese medicine secret varieties, only in this way can we promote the conduction of the in-depth research;We also should strengthen the supervision of the traditional Chinese medicine secret varieties,so as to ensure the consumers＇ right to know.
