宁夏医疗机构卫生人力资源现况分析

摘    要:目的了解宁夏卫生医疗机构卫生人力现况及利用情况,为制定卫生方针、政策,卫生人力规划和人才管理提供依据。方法采用普查方法对2005年宁夏医疗机构卫生人力总量、人员结构、专业构成以及学历、职称分布等进行描述性分析,卫生人力资源与医疗服务利用进行相关分析。结果全区每千人口卫生技术人员数为3.12,低于2003年全国抽样调查每千人口卫技人员数;75.01%以上卫生技术人员年龄集中在25~44岁,年龄分布呈梭型;不同地区医疗机构卫生人力在学历和专业技术职称分布上不同,高学历卫技人员主要分布在银川地区;不同市区不同级别的医疗机构每张床位配备的卫生技术人员均略高于国家1994年颁发标准,但地区间分布不均衡。结论适度加大卫生人力资源总量投入,通过区域性卫生人力规划,合理配置卫生资源,同时注意现有卫生技术人员的质量和素质的培养,提高卫技人员整体学历构成,有效提高居民卫生服务的利用率。

Abstract:Objective To explore health human resource status of health medical institution and its utilization in,and to provide basis for health policy,plannig and management of health manpower.Methods Using census method,the total amount,construction and distribution of health manpower were analysed in 2005 in Ningxia.Using the correlation,the health manpower resource and medical service were analyseed.Results The total rate of health professionals in Ningxia were 3.12 in 1000 population which was lower than the national sampling in 2003.More than 75.01% of health professionals aged 25-44 years and its distribution liked a spindle.health manpower in different region's health medical institution was different in academic career and professional title.Professionals with high academic career are mainly worked in Yinchuan.The number of health professionals per berth in different urban area was higher than that of the national's standard in 1994.But there was an imbalance in different regions.Conclusion They are necessary to increase the devotion of health human resource moderately,to deploy sanitation resource reasonably,meanwhile tp bring up health professionals' quality and to improve s health professionals' education lever.
