| 摘 要： | 目的:通过对现有补偿机制和相关政策的分析,引导制定适宜的基本药物制度补偿模式。方法:文献法。结果:基本药物补偿相关政策推动了我国基本药物制度的发展;我国主要有以奖代补、收支两条线管理、政府全额补贴、多渠道补偿等基本药物补偿模式。结论:对基层医疗机构的经济补偿应以政府为主导,合理划分各级财政补助比例,采取调整医疗服务价格,提高医保报销比例,建立绩效考核与激励约束机制等措施。

| Abstract: | Objective: Through the analysis of compensation mechanisms and relative policies,compensation mode of essential medicine system was summarized and some suggestions were given.Methods: Literature method.Results: The current compensation model is the multi-channel compensation mode,containing taking the award for compensation,income and expenses two line management,government subsidies,multi-channel compensation etc basic drugs compensation modes.Conclusion: Medical institutions of the basic level of economic compensation should be oriented by government,the Rationally dividing the proportion of financial burden;adjusting the price of medical services;increasing the reimbursement proportion of medical insurance;establishing the mechanisms of performance appraisal and incentive are necessary. |
