| 摘 要： | 本文通过回顾援助非洲的亲身体验，查阅对外医疗援助的文献，从自然属性、投入产出及政治属性等方面，分析援外医疗在国际交往中的必然性和优越性，提出正确认识、合理把握、努力营造援外医疗的软环境等建议。

| Abstract: | Through reviews of the experiences in Africa and literatures retrieved , the author analyzed the natural properties and the political attributes of medical foreign aid .Advantages and necessities were explored through cost-effect assessment .Recommendations were put forward as to understand the significations of medical foreign aid correctly , and build up a rational and ideal environment . |
