| 摘 要： | 本文通过对南京医科大学附属淮安第一医院权力内控机制的建立和实施，提出了三级医院加强权力内控机制建设的必要性，充分认识到权力的健康有序运行是一个单位实现又好又快发展的重要保证，切实加强权力内控机制建设有着十分重要的意义。
