中国卫生总费用核算工作组运用实际使用法测算中国１９９２年医疗总费用作出阶段性研究结果，发表研究结果和初步分析报告（见本刊２０００年第１期）。现在，继续发表核算工作组对１９９７年医疗总费用的测算结果，并与１９９２年测算结果进行初步比较分析。

Total Expenditure of China''''s Medical Services in 1997

In the series of studies of medical services expenditure and benefits there are going to have to be researches on: macro and micro levels of approaches to economic ecosystem of health services, a complex composition and mix of prevention, treatment, rehabilitation, medical research, medical education, with no single element to be analysed alone or neglected; collecting excellent quantitative information and developing adequate methodologies for estimating demand and supply; establishment of commonly accepted health service delivery goals that would assist in defining criteria for the allocation of resources; which professionals practice in what specialties and where these practices are carried out, for improving distribution of available doctors and health services; developing skills, techniques, attitudes that result in the delivery of quality services within the reach of the economic a-bilities of urban and rural areas; improving local health service planning for screening, referral, and treatment services as a package; adapting fee controls to the development of health service reforms and health services, which advance together with the advancement of market economy.
