| 摘 要： | 针对传统馆藏质量评价中只评价内容质量和结构质量，内容质量又以“利用率”衡量的片面性，提出了完整的藏书建设质量评估体系应包括藏书内容质量、形式质量、书目数据质量和流通管理水平。内容质量则以“适用率”来衡量。

| Abstract: | It was pointed that an integrative collection development assessment system in college and university libraries should include assessment of the quality of contents,forms,bibliographic databases and circulation management level of library holdings with the quality of contents assessed with their usability based on the fact that only the quality of contents and structure of library holdings was assessed with the quality of contents assessed according to their availability in the past. |
