云南省结核病防治规划（2002-2010年）实施效果评价

目的分析评价云南省结核病防治规划（2002-2010年）实施效果，为该省结核病防治工作可持续发展提供可参考的建议。方法以《全国结核病防治规划（2001-2010年）终期评估实施方案》为依据，收集该省规划终期评估资料并进行分析评价。结果（1）活动性肺结核报告发病率从2005年的73．12／10万逐年开始平缓下降，到2010年降至55．6／10万，平均每年降幅为3．99％，患病年龄出现向后推移的趋势；（2）提高患者发现力度，2002-2010年全省共发现活动性肺结核患者171504例，其中涂阳肺结核患者104566例；（3）获得患者高治愈率，2002-2010年登记的涂阳肺结核治愈率为92．91％；（4）取得显著的社会和经济效益，9年间全省共减少了肺结核患者死亡41729人，避免了新发患者数76303人，共减少医疗费用支出约5198万元，挽回了约71．97亿元的社会经济价值。结论云南省结核病防治规划取得显著成效，但要保持现有的成果，确保云南省结核病防治工作的可持续发展和“十二五规划”的顺利实施，任务仍十分艰巨。

Evaluation on Implementation Effect of TB Control Program in Yunnan Province from 2002 to 2010

Objective To analyze and evaluate the implementation effect of Yunnan TB Control Program （2002 to 2010）, and to provide referential suggestions for the sustainable development of TB control in Yunnan Province. Methods Based on The Implementation Scheme of Final Evaluation for National Tuberculosis Program （NTP） （2001 to 2010）, the data about the final evaluation in Yurman Province were cotlected and analyzed. Results The reported incidence rate of active pu｜- monary TB （PTB） declined to 55.6/100,000 in 2010 from 73.12/100,000 in 2005, with the annual average decline of 3.99%. The age of patients suffering from PTB showed an aging tendency. Under strengthening TB detection, 171,504 active PTB cases were found in Yunnan Province from 2002 to 2010, including 104,566 sputum smear - positive cases. The high cure rate of smear - positive cases was achieved during the period of 2002 - 2010, with the total rate of 92.91%. Significant social and eco- nomic benefits had been achieved during the 9 years, including 41,729 reduced cases which may be killed by TB, 76,303 preven- ted eases of new TB, the reduced medical expenditure of 51.98 million RMB, and the saved social benefit of 7. 197 billion RMB. Conclusions Remarkable effect of the TB Control Program has been achieved in Yunnan Province. But the achievement should be maintained to ensure the sustainable development of rib prevention and treatment and the successful implementation of the Twelfth Five- Year Plan in Yunnan Province.
