关于医院人事制度改革的思考

摘    要:随着市场经济的发展,医院的人事管理制度和运行机制已经与社会发展不相适应,束缚了医院的生机与活力。面对激烈的社会变革和市场竞争,医院如何提高自身核心竞争力,深化人事制度改革就变得至关重要。本文总结了当前医院人事管理制度的主要症结,并指出医院必须进行人事制度改革,转变人事部门的工作职能,把“人才”作为“资源”来经营;针对医院的战略和内部情况进行人力资源规划,全面推行聘任制,竞争择优;必须完善选人用人制度,促进人才合理流动,建立充满生机与活力的用人机制。

Abstract:As the development of market economy, the hospital personnel management system and operation mechanism can no adapt to the development of society, limiting the hospital development. Therefore, facing the sharp social change and market competition, it is important to enhance the core hospital competitiveness and deepen the reform of personnel system. In this article, it summarizes the main point of the current personnel management system in hospital, points out that the hospital should reform its personnel system and change the work performance of its personnel department, to regard and manage talents as resources. Besides, the hospital should make human resources planning according to its strategy and inner context, carry out appointment system in an all-round way to choose the right person for the job, improve the system of selection and appointment to promote talents to flow rationally, and set up employing mechanism full of vigor and vitality.
