| 摘 要： | 目的:考察基本药物的可获得性和可及性障碍。方法:以基本药物的可获得性和可及性为切入点,系统阐述在基本药物生产、流通和使用等各个环节中存在的问题。结果:目前我国整条基本药物供需链系统地表现出短缺问题,其中既有基于供应角度的可获得性障碍问题,又有基于需方角度的可及性障碍问题。结论:完善国家基本药物制度、构建基本药物体系,要有产业联动的统筹观。

| Abstract: | OBJECTIVE:To study the barrier of the availability of and accessibility to essential drugs.METHODS:The conceptual framework of the demand-supply chain of essential drugs was explained.RESULTS:The problems faced by the overall demand-supply chain were the shortage of essential drugs,including the barrier of availability on the supply side,as well as the barrier of accessibility to essential medicines on the demand side.CONCLUSION:Systematic view on the industry of essential drugs is a key in the evolvement of national essential medicine policy and construction of essential medicine system. |
