上海市医师多地点执业立法初探

目的：在对上海市医师多地点执业现状分析的基础上，探讨医师多地点执业立法的必要性和可行性。方法：文献检索、对多家不同级别医疗机构（10家三级甲等医疗机构、2家二级医疗机构、3家社区卫生服务中心）医务处负责人以及分别来自三级和二级医院的医师代表进行访谈。结果：目前上海市主要有法律框架内、组织性和自发性三种类型的医师多地点执业，医师和基层医院都支持放开多地点执业，三甲医院对于放开多地点执业持保守态度。结论：对医师多地点执业进行立法，并加强在医疗事故防范、人事制度、监督管理等方面管理。

The feasibility of physician practices at multiple posts and legislation in Shanghai

Objective： Based on current situation analysis of physician multiple practice, in order to explore the necessity and feasibility of legislation related multiple practice. Methods： literature review and interview the phy- sicians and chief of medical affair in secondary and tertiary hospitals. Results： Major multiple practice are three types：under-law framework practice, organizational practice and self decision practice. Most physicians and primary care sectors support this system, and most tertiary hospital do not full agreed with this kind of multiple practice. Con- clusions： It is needed to set up legislation and strengthening frevention of medical accident, the personnel manage- ment, and health supervision measures.
