陕西省结核病防治规划中期评估结果分析

目的评价《陕西省结核病防治规划（2002—2010）年》（下简称《规划》）实施情况及中期目标的实现程度，总结、分析《规划》实施过程中的成功经验与不足，提出改进措施。方法采用国家《规划》评估的统一方案和调查表对省、市、县区级《规划》实施情况进行调查、核实，结果全部录入EpiData3.1软件进行汇总分析。结果各级政府均制订结核病防治《规划》，成立《规划》领导小组，建立健全结核病防治机构，总计投入7745.06万元用于结控工作，DOTS覆盖率达到100%，累计完成《规划》病人发现指标任务的131.5%，新涂阳病人的治愈率为89.0%，培训、督导、健康教育达到《规划》目标要求。结论《规划》进展顺利，中期目标如期实现，但是政府承诺、结防机构能力建设、DOTS实施质量有待进一步加强。

Analysis on the midterm evaluation of Shanxi tuberculosis prevention and control programme

Objective To evaluate the implementation of Shanxi Tuberculosis （TB） Prevention and Control Programme （2002--2010） （Programme for short） and assess achievements of midterm goal, to sum up the experience and deficiencies obtained, and to put forward measures for improve- ment. Methods Uniform scheme and questionnaires applied in national Programme evaluation were used to investigate and verify the implementation of Programme at provincial, prefecture and district level. Data were entered and analyzed with Epidata 3.1. Results The governments at all levels have developed TB prevention and control programme, established leadership groups, set up and perfected TB prevention and control institutes, 77.45 million yuan has been used in TB prevention and control. DOTS coverage has reached 100%. Accumulatively 131.5% target task of case detection appointed in Programme has been achieved and the cure rate of new smear positive cases arrives at 89.0%. The implementations of training, supervision and health education have met the requirement in Programme. Conclusions The implementation of Programme is in smooth progress and the midterm goal has been achieved in time. However, the government promise, capability building of TB prevention and control institutes and the quality of DOTS still need to be enhanced in future.
