深化卫生改革的思考和建议

从卫生改革的形势分析入手，提出卫生改革的总体思路是注重卫生架构和运行机制设计、摆脱八个误区、实现8个统筹：建议从技术体系、机构体系、人才体系、保障体系、监管体系等五个方面构建卫生体系架构，从资源调配、服务保障、病人分流、监管激励等四个方面完善项卫生工作运行机制。还提出了五大体系、四项机制的实施步骤及调整策略。

Thoughts and proposals on deepening medical care system reform in China

From the start the situation analysis of health reform, health reform proposed by the general idea is that health-focused structure and operation mechanism design, out of eight errors to achieve eight co-ordinate; recommendations from the technical systems, institutional systems, personnel system, security system, control system, 5 aspects of building a health system architecture, deployment of resources, services, security, patient triage, regulatory incentives, etc. 4 items in perfect health work in the operational mechanism. Also made five major systems, four mechanisms for the implementation of thesteps and adjust the strategy.
