卫生人力资源管理发展趋势及对护理管理的启示

摘    要:随着我国加入世界贸易组织,人才竞争,特别是高层次医学人才的竞争将更加激烈。随着卫生服务需求层次增多、要求提高,医疗保健机构功能出现分化,卫生人力的需求也发生变化;现代医院中出现各类卫生技术岗位专业化与合作型工作关系,社区(基层)卫生保健需要大量全科型卫生人才。经济全球化对卫生人力资源管理的影响,人才竞争和流动加快,新技术与服务性工作的挑战加强,环境变化与管理变革更加迫切,医疗安全和经济效益问题日益受到关注。这些发展和变化趋势对护理管理的重要启示是,要更新观念,实现管理模式的转变;抓住重点,培养护理核心人才队伍;机制创新,提高护理人力资源管理的专业化水平;加强法制,实现管理规范化。

Abstract:The human resource especially in the area of health care has been more competitive after China access to the WTO. With the increasing needs for health care service quantity and quality, and the functional diversity of health care organizations, the need for human resource has been changed. The professional occupation and the collaborative relationship in hospitals have been developed. The qualified personnel are urgent for the community health care. Nursing administration innovation should be lined with the following trends, such as the influence of economic globalization on human resource management for health care, the intensive competition and frequent shift, the increasing challenge for technology and service, the urgency for following the environmental change and administration innovation, the emphasis on safety and cost in health care. It is suggested that nursing administrators should introduce new concepts to transform the administration model, purposely train the nurses to form a high quality nurse team, create a new administration system to improve the human resource management, and strengthen administration standardizations under the related law.
