| 摘 要： | 有效提高卫生资源的利用效率一直是卫生服务研究所追求的目标.政府在医疗、公共卫生和医保三方面对医疗卫生事业进行投入,实行对医疗市场需方和供方同时补贴的政策,既分散了政府的卫生资源,也不利于医疗机构建立自我约束、自我发展的机制.通过盘活存量资产,优化卫生资源配置结构,可提高卫生资源的利用效率,改善医疗卫生行业的整体社会效果.

| Abstract: | To solve the problem of how to improve health resources utilization efficiency has long been the goal of the health services research. At present, our government has invested in health care system in three areas: medical, prevention and health care insurance. And reimbursing both provider and demander in health care market. These, in fact, not only decentralize health resources, but also impact the ability of health care institutions to establish the self-discipline and self-develop mechanism. Making good use of the existing resources, optimizing health resources investment structure can enhance health resources utilization efficiency and improve health care system overall social impacts. |
