| 摘 要： | 通过对3个不同筹资水平下合作医疗的受益范围和补偿方式的分析,认为开封县目前所实施的合作医疗,由于基金的使用包括了医疗、防保、大病风险等方面的费用补偿,真正体现了医疗、预防和妇幼保健综合服务的新的合作医疗服务模式,既解决了受益面,又在一定程度上缓解了“因病致贫”;另外,在乡、村两级就诊采取及时补偿以及开展社区巡诊,在很大程度上满足群众就医及时、方便和人人受益的心理需求。

| Abstract: | The artical analysed the benefit package and reimbursing models of Corperative Medical System (CMS) under the three fund levels in Kaifeng County. The CMS fund being sprent on reimbursing expenditure of medical care as well as preventive health care and high expensing diseases, auther thinks that this, type of CMS really reflects the new comprehensive service model including medical care, prevention and maternity and children health care. This model makes the people served much more and the poverty caused by diseases reduced to certain degree. On the other hand, timely reimbursement of medical expenditure at township and village levels and making rounds of health visits greatly meet the people's demonds of timelyness and everyone profitting from CMS. |
