河北省城市医疗救助实施现状及推进策略探讨

目的探讨河北省城市医疗救助的实施现状，为完善河北省城市医疗救助体系提供依据。方法通过查阅河北省石家庄、唐山等典型四城市民政部门关于医疗救助的政策文件、工作汇报等相关资料以及河北省民政厅的统计资料，获悉四城市医疗救助体系的救助范围、救助内容、救助程序等方面的现况；通过对医疗救助管理人员及救助对象的无结构深入访谈，了解河北省城市医疗救助工作的开展情况及医疗救助对象对医疗救助的需求。结果河北省城市医疗救助体系呈现出救助范围不断扩大、救助程序更简捷实效的特点；访谈结果显示基层工作人员不足、缺乏与医疗卫生部门合作、门诊救助金不足和救助对象对医疗救助政策不了解是影响河北省城市医疗救助工作开展的主要问题。结论应进一步扩大河北省城市医疗救助的覆盖面，建立针对贫困家庭中重大疾病儿童的救助制度，促使河北省城市医疗救助从单一、补救型医疗救助向积极、多元、发展型医疗救助转变。

RESEARCH ON IMPLEMENTATION AND DEVELOPMENT OF URBAN MEDICAL ASSISTANCE IN HEBEI PROVINCE

Objective To explore the implementation status of urban medica assistance to provided theoretical basis for improving the medical assistant system in Hebei province. Methods According to the data on policy documents and work reports and some statistical materials were collected from the civil affairs bureaus of Shijiazhuang, Tangshan and other two cities in Hebei province to know the status of aiding ranges, content and procedure of the medical assistant system. An indepth interview on medical assistant managers and subjects was performed was used to show the implementation of urban medical assistance system and the demand of medical assistance in Hebei province. Results The urban medical assistance system in Hebei province revealed a more expanding coverage and a more simple application procedure. In- depth interviews showed that the shortage of basic staff, lack of cooperation with health service organization, and rescues funds and the unknown rescus policy hindered the progress of urban medicaid system. Conclusion Relief coverage should be further expand for urban medical assistance in Hebei province, and establish medical assistance system for children with major disease in poor families. It can translate the medical assistance system in Hebei province from single, remedy assistance to an active, diverse and developing one.
