摘    要:卫生部确定将2005年作为"医院管理年"时,非常明确指出,开展医院管理年活动的指导思想是:以邓小平理论和"三个代表"重要思想为指导,要求在活动中树立和落实科学发展观,"以病人为中心,以提高医疗服务质量为主题",坚持把社会效益,维护群众利益,构建和谐医患关系放在第一位,旨在健全医院的"质量、安全、服务、费用"等项管理制度,探索建立医院科学管理的长效机制,使医疗服务更加贴近群众,贴近社会,不断满足人民群众日益增长的医疗服务需求.

Abstract:This article discusses the meaning of Hospital Management Year and address to achieve double achievement withfocusing on characterists of Hospital Management Year. Holding on scientific development prospect, focusing on persons, totalmanagement and harmonious development based on detailed and different situations. Hospital brand should be developed with innerprogress. Hospitals should make directors of special departments and nursing wards growing based on program of HospitalManagement Year. The directors of hospitals should manage hospitals themselves. CHA hopes that hospital managers and medicalstaff make long-term plans so that result problems of patient services and improve hospital development in the end.
