社保中心参与经办新型农村合作医疗情况分析

文章通过对2004—2007年全国开展新型农村合作医疗工作的县(市、区)管理经办模式情况的调查,了解了社保中心参与经办新型农村合作医疗的基本情况,对社保中心参与经办新型农村合作医疗工作进行了讨论。社保中心参与经办新型农村合作医疗工作具有一定的优势,但由于医疗市场具有不确定性和高度的信息不对称,社保部门作为第三方付费机构,很难有效监管医疗服务行为,控制医疗费用不合理上涨。应进一步明确卫生部门主管的新型农村合作医疗管理体制,逐步统一为卫生部门经办。

Analysis of the Participation of Social Insurance Center in New Cooperative Medical Scheme

With the rapid development of new cooperative medical scheme (NCMS), different institutions have participated in the execution of NCMS. This paper discusses the advantages and disadvantages of the participation of Social Insurance Center. Taking the uncertainty and information asymmetry of medical service into consideration, Social Insurance Center is incapable of supervising medical institutions effectively. So the responsibility of Health Authorities in NCMS should be stressed and clearly distinguished, which will make sure the sustainable development of NCMS.
