2008年北京奥运会公共卫生风险与保障对策的研究

目的评估2008年北京奥运会所存在的公共卫生风险,为科学制定公共卫生保障策略提供依据。方法利用Delphi专家咨询法、层次分析法、风险评估法、HACCP管理法,研究公共卫生存在的风险。结果通过系统的梳理和分析,找出目前公共卫生领域所存在的五大类45种可能发生的公共卫生风险,并进行了4种风险水平的分析;评估出极严重风险三类5种;高危险度风险五类22种;中等危险度风险四类10种以及低危险度风险四类8种。同时引入风险管理思路,开展奥运会公共卫生保障对策的研究和探讨。结论通过对公共卫生存在的风险进行识别、分析、评估,找出关键点,以利于有针对性地制定奥运保障策略,并提供充分的依据。

Research of public health risks and tackle strategies for 2008 Beijing Olympic Games

OBJECTIVE: To identify and evaluate the risks of serious public health events for 29th the Olympic Games and 13th Paralympics in order to offer scientific bases for security public health of Olympic Games. METHODS: Use Delphi experts refer, Level analysis, Risk assessment and Hazard analysis and critical control points, to research public health risks for 2008 Beijing Olympic Games. RESULTS: From analysis, we concluded 45 kinds of public health risk consisting in 5 areas and made sure its risk level: 5 kinds of Extreme risk in 3 areas; 22 kinds of High risk in 5 areas; 10 kinds of Moderate risk in 4 areas and 8 kinds of Low risk in 4 areas. And also we imported the risk management thought to research tackle strategies for 2008 Beijing Olympic Games. CONCLUSIONS: It might offer scientific bases for security public health of Olympic Games by identification and risk assessment of Serious Public Heath Events for the 29th Olympic Games.
