关于中国医疗保障管理体制改革的思考

建立什么样的医疗保障管理体制，决定着医疗保险政策体系的总体效果，也关系到整个社会保险事业能否健康、持久、有效地发展。该文首先运用矛盾普遍性和特殊性的理论观点，分析了社会医疗保险的本质特性；其次运用辩证唯物主义实践论的观点，论证了社会医疗保险的难点以及卫生部门的作用和地位；再次运用辩证唯物主义发展论的观点，阐述了社会医疗保险的长远发展与医疗卫生部门的密切关系；最后，对建立统一制度下多元化、多模式的地方医疗保障管理体制的作用进行了分析。

The consideration about reformation of administrative system for Chinese medical ensure

The administrative system for medical ensure may not only determine the total impression of medical insurance policies,but also affect whether the whole social insurance development would be healthy, continuous and effective.Some suggestions were put forward to as follows:firstly the nature and characteristics of social medical insurance were analyzed by means of the theory of the universality and particularity of contradiction, secondly the problem and function of social medical insurance were demonstrated by means of the principle of the practive of the dialectical materialism,thirdly the close relationship between long - term development of social medical insurance and medical health section were expatiated by means of the developmental idea of the dialectical materialism, last but not least, the function of the multi-Pattem local administrative system were discussed for medical ensure under the uniform system.
