甘肃省积石山县乡镇卫生院中医药卫生人力资源及其服务能力调查

摘    要:目的了解积石山县乡镇卫生院中医药人力资源及服务能力现状,为当地中医药事业的发展提供参考。方法采用问卷调查方法调查了积石山县16所乡镇卫生院的中医药人力资源及中医药卫生服务情况。结果全县乡镇卫生院卫生技术人员总量低下,每院平均13.8人,每千人口拥有1.02人。全县乡镇卫生院共有中医药卫生技术人员26人,平均每院不足2人,且各院间分布比例差别较大,最高为75%,最低为0。无职称、初级职称和中级职称人员分别占59.3%、31.7%和9.0%。本科、大专、中专和高中及以下学历分别占5.0%、29.9%、58.8%和8.6%。16所乡镇卫生院仅9所(占56.3%)设有中医科或中医诊室。中医药设备缺乏、简陋。能提供部分中医药服务项目的乡镇卫生院所占比例:中草药及中成药占93.8%,常见病多发病中医诊治占50.0%,妇科常见病开展比例低于20.0%,针灸比例为12.8%。结论积石山县乡镇卫生院卫生人力资源不足。中医药卫生技术人员数量少、比例低,且各院间分布不平衡。学历、职称偏低。乡镇卫生院中医科室设置率低,中医诊疗设备缺乏、简陋,中医药适宜技术服务能力低下。

The Survey of Human Resources and Health Service About Traditional Medicine in Rural Town Health Center of JishishanCounty, Gansu Province

Abstract:OBJECTIVE To know the status of human resources and health service of traditional chinese medicine(TCM)of township hospitals in Jishishan County and to give fight advice to promote the health service of TCM. METHODS The present conditions of human resource, and health service of TCM in 16 rural town hospitals in Jishishan County was investigated by using questionnaire. RESULTS There were 16 rural town hospitals in Jishishan County, and the average number of health professionals per hospital was 13.8, which were bellow the national average. The total number of health professionals in TCM in all township hospitals was 26 and accounted for 11.8% of all health technical workers in all township hospitals. The distribution of percentage of traditional health professionals among the hospitals was not equilibrium. With regards to professional title and education, the proportion of non-professional title, primary and middle level professional were 59.3%, 31.7% and 9.0% respectively, and the proportion of professional of university, college, secondary health school education and bellow were 5.0%, 29.9%, 58.8% and 8.6% respectively. Among all rural town hospitals in Jishishan County, only 9 of them had TCM clinic, accounted for 56.3%. Poor or lack of special facilities for TCM were prevalent. The supplied service of TCM was not frequent. 93.8% of rural town hospitals provided herbal Chinese Medicine and patent TCM, 50% and less than 20.0% of them provided TCM treatment to common disease and gynecology respectively. 12.8% of them provided acupuncture therapy. CONCLUSIONS As a whole, there were a shortage of health technical personnel in all rural town hospitals in Jishishan County. The number of doctor engaging TCM was more shortage, and the distribution of human resource for TCM was not equilibrium among the hospitals. Their academic educational background and professional title was poor. The percentage of rural town hospitals which had TCM clinic was lower and ooor or lack of special facilities for TCM were prevalent. The TCM service capability was poor.
