相同医保制度 不同运作效果——苏州市新型农村合作医疗在两种不同管理平台上的运行与分析

新型农村合作医疗管理体制的讨论由来已久,虽然国家新医改文件已有明确结论,但在理论界仍是一个讨论的热点和焦点。对此,具有55年农村合作医疗历史的苏州市,在有关部门的共同努力下,按照社保框架、制度统一、因地制宜、求同存异、相互借鉴和携手并进的原则,重点发挥卫生部门在城乡基层弱势群体中实施基本医疗保障的优势和基础,采取上统下分的＂人字型＂管理模式,比较切合过渡期的实际,经过7年的实践,虽差异有所不同,但总体成效显著,可供借鉴。

Analysis of the Performance of Two Different New Rural Cooperative Medical Care Management Systems

The discussion about the new rural cooperative medical care management system are deep-seated,although there was a definite conclusion in the country＇s new medical reform documents,but it＇s still a hot and focus topic in theorists.In this regard,Suzhou,in which has a 55-year history of the rural cooperative medical care,in the joint efforts with relevant departments,according to the principle of social security framework,unified system,local conditions,seek common ground,learn from each other and hand in hand,take the＂herringbone＂management style which more suitable for the transition period and play the advantage of the health sector in basic medical care to the basic vulnerable people.Through seven years practice,although there are differences between different areas,but the results are remarkable and for reference overall.
