Public hospital reform is an issue of public sector governance, and is the reform of the governance of government in essence; public hospital governance pattern in a country or a region is influenced by its history, culture inheritance and political system, and China should find out a governance pattern that is adapted to its own context. The policies of public hospital reform should have internality consistence and be matched with each other, so as to form an effective governance mechanism; the process of the reform is complex and incremental, whereas developing new policies should contribute to the coordinating related mechanisms step by step in order to avoid setting obstacles in the reform afterwards.
