从公共产品理论入手，深入分析了基本药物制度下社区卫生服务的属性与提供方式，结合国外政府在社区卫生服务中的成功经验．得出必须明确政府投入在社区卫生服务中的责任，探索基本药物制度下政府投入的方式，实现以较低的成本获得较高的产出，最大限度地保障人人享有初级卫生保健的权益。

The Study on Government Investment in Community Health Service Under the Background of National Essential MedicinePolicy

In this paper we deeply analyze the attribute and ways of supply under the background of the National Essential Medicine Policy from the point of view of public goods theory .Combining the foreign successful experience used in community health services, we conclude that we should make the responsibility invested by government clear, and explore the investment ways, in order to achieve most output by using as less cost as possible, and guarantee everyone can enjoy their rights of primary health care by the greatest extent.
