基于政事分开机制的我国公立医院法人治理路径分析

通过分析我国公立医院运营中存在诸多困难及其深层次的原因，结合全国各地公立医院进行的不同形式的改革实践，提出法人治理是提高公立医院运营效率的方案；指出现阶段公立医院应通过政事分开这一路径形成法人治理结构雏形，积累制定法人治理机制及实务规则的经验，构建健康的外部治理机制和加速法人治理的法制化进程等措施为实现法人治理做必要准备。

Analysis on the Corporation Governance Pathway Based on Administration-service Separation Mechanism of Public Hospitals in China

There are many difficulties in operating and deep-rooted reasons in China's public hospitals.With different reform forms in the country's public hospitals,this paper advances that corporation governance is an ideal project to improve the efficiency of hospital management.Our paper also points out that the public hospital can be prepared for corporation governance though administration-service separation pathway,because administration-service separation mechanism can help the public hospital form its corporation governance structure rudiment and accumulate experience of constituting the governance mechanism and perfect the correlative legal system.
