实施双向转诊制度的实践与思考

双向转诊制度作为缓解“看病难、看病贵”的措施之一，它的有效推行与实施有利于医疗卫生资源的合理化配置。通过“双向转诊”将社区卫生服务中心的基本医疗服务和上级医院的综合医疗服务有机整合，从而有效、合理的利用卫生资源。随着社会的发展，社区居民“小病在社区，大病进医院，康复回社区”的医疗模式将成为一种必然选择，而能否建立起规范有效的“双向转诊”制度，则成为促进社区卫生服务机构发展的关键。

Practice and thinking of the implementation of two-way referral system

Two-way referral system works as one of ways to relief the dififculty and high cost of treatment, which is good for reasonable conifguration of the medical and health resources. Through the“two-way referral system”, basic medical services from community health service center can combine with comprehensive medical services from the superior hospital effectively, which can take advantage of the health resources effectively and reasonably. With the development of the society, the medical model of“slight illness in the community, severe illness into the hospital, rehabilitation back to the community”will become an inevitable choice for the community residents, but whether we can establish the standard and effective“two-way referral”system has become the key to promote the development of community health service institutions.
