摘    要:背景:公立医院进入高质量发展时期,公立医院薪酬体系改革是公立医院高质量发展的核心内容。目的:为构建符合我国国情特征的,能充分调动各级各类医务人员积极性的薪酬制度体系、考评体系和管理体系提供参照。方法:本文基于国内外文献资料,对我国与美国、英国等发达国家医务人员的薪酬水平、薪酬构成、薪酬的发展变化进行差异比较。结果:美国、英国等发达国家与我国薪酬体系差异较大,影响薪酬的主要因素包括政策制度、教育投入、职业特点。结论:完善医务人员薪酬管理制度、动态调节薪酬水平、规范绩效考评机制、优化医务人员教育培训是公立医院薪酬制度改革的重点。

Abstract:Background: Public hospitals have entered a period of high-quality development, and the reform of the salary system of public hospitals is the core content of the high-quality development of public hospitals. Objective: To provide a reference for constructing a salary system, evaluation system and management system that conforms to the characteristics of our country''s national conditions and can fully mobilize the enthusiasm of medical personnel at all levels. Methods: Based on domestic and foreign literature, this paper compares the salary level, salary composition, and salary development changes of medical personnel in our country and developed countries such as the United States and the United Kingdom. Results: The salary system of developed countries such as the United States and the United Kingdom is quite different from that of our country. The main factors affecting salary include policy system, education investment, and occupational characteristics. Conclusion: Improving the salary management system of medical staff, dynamically adjusting the salary level, standardizing the performance evaluation mechanism, and optimizing the education and training of medical staff are the key points of the reform of the salary system in public hospitals.
