| Abstract: | This paper identified the harmful of un-lawful medical care behavior and why it can not be prohibited. The paper analyze the reasons which produce the un-lawful medical care behavior. Besed on these analysis, it had provided the normative behavior of medical care, and some measures and strategies for the purpose further clean medical market. |
