上海市职业卫生服务机构定量评审评估体系的研究

[目的]建立上海市职业卫生服务机构资质评审与评估体系,进行长效规范的职业卫生监督管理。[方法]依据法律法规拟定评审评估指标;组织专家甄选鉴定,确立结果判断标准;通过试评审试评估验证该定量评审评估体系的可靠性。[结果]对不同类别机构建立了各类定量评审评估体系;2003年对上海市73家职业卫生服务机构进行资质试评审的项目合格率,体检机构为98.3%,诊断机构85.2%评价机构87.8%,检测机构90.5%;2004年即资质试评审许可一年后,体检机构和评价机构、检测机构的工作评估总合格率在84%~89%之间。通过资质评审的机构工作良好评价机构和检测机构资质评审的项次合格率与工作评估项次合格率差异无显著性。[结论]已建立的该套职业卫生服务机构定量评审评估体系,经实际运用,证实其指标是可靠的,方法是可行的,值得推广。但在服务机构提供概念或信息方面的质量控制指标以及人员胜任特性的评估指标还有待于探索完善。

Research on Quantitative Evaluation and Assessment System of Occupational Health Service Organizations in Shanghai

[ Objective] To establish a qualification evaluation system of occupational health service organization in Shanghai,for long-term effective occupational health supervision.[ Methods] Set up evaluation and assessment index according to relevant laws;organize experts to make scores for each index toward each organization,and confirm standatds of judgement. Then test the reliability of the quantitative evaluation system by the way of trial evaluation.[ Results] Quantitative and qualitative evaluation systems for varieties of organization have been set up. Shanghai Municipality began to evaluate the qualification of occupational health service system in 2003,and to assess the work of organizations which have already met the qualification in 2004. Generally,the qualification rate of the project for varieties of organization were:98.3%for physical examination organization,85.2% for diagnosis organization; 87.8% for the evaluation organization,and 90.5% for the monitoring organization. One year later,the qualification rate of physical examination organization,evaluation organization and evaluation organization were in the range of 84% - 89%. The organizations that already got qualification work well. As to the rate of qualification evaluation and work evaluation,there is little difference between evaluation organization and monitoring organization.[ Conclusion] A system of qualification evaluation of occupational health service organization has been established,and applied to the real work. The system has been proved to be feasible,and can be applied widely,but the quality control concept or information and the evaluation standard of qualified workers still need to be set up and further completed.
