科主任主导下的绩效管理

摘    要:在县区及基层医院逐步推进药品零差价的进程中,省市级医院也必须逐步跟进,而在基本无政府补助的情况下,如何保障医院的正常运行?如何确保员工的薪资收入?如何保障科教研投入?必须从降低经营成本、管理成本,以及调整医疗结构、提升运营效益入手。因此,加强绩效管理成为医院必须的"变革"。我院采用Kotter变革管理模型,实施科主任主导的绩效管理变革,通过两年多的实践,取得了良好的效果。

Abstract:When county and primary hospitals progressively carried forward the policy of zero price markup of medicine, provincial and municipal hospitals should also gradually keep up. However, without the basic governmental subsidies, how to maintain the normal operation of the hospital? How to ensure that staff salaries and income? How to guarantee the input into the science, teaching and research? To deal with those issues, it should be approached from reducing operating and management costs, adjusting medical structure, and enhancing operational efficiency. Therefore, it is the requisite“change”for the hospital to strengthen“Performance Management”. Our hospital introduced Kotter Change Management Model, carried out“Performance Management”guided by the head of department, and has achieved good results after two years of practice.
