我国公立医院改革的内容、成效与挑战

自公立医院进行试点改革以来，获得了阶段性进展，积累了有益经验，主要表现为有的在一些重大体制机制改革和服务体系建设方面锐意创新、大胆探索，有的在便民惠民措施方面真抓实干、亮点频出，有的围绕调动医务人员积极性、鼓励多元化办医等方面认真履行、扎实推进。但总体来说获得了一定的成效，如结构得到了进一步调整，资源得到了进一步整合；医疗服务体系不断优化；人事分配制度改革效果显著，医务人员积极性得到了提高；便民惠民措施效果显著，医院内部管理能力得到加强等。但是改革中仍存在不少不足之处，体制机制改革尚未形成统一趋势，公立医院自身动力不足等这些都为公立医院改革提出了挑战。本文通过对镇江、芜湖、北京等十七个国家级公立医院改革试点城市的公立医院改革的进展和成效进行简单总结归纳，在讨论我国公立医院改革的成功之处的同时还指出了公立医院改革在现阶段有许多不足之处，从而为我国下一步的公立医院改革工作提供有价值的建议。

THE CONTENT,ACHIEVEMENTS AND CHALLENGES OF PUBLIC HOSPITALS REFORM IN CHINA

Since the launch of the pilot reform of public hospitals, much progress has been made. It accumulated some good experiences, mainly displayed in some aspects such as major institutional reform and innovation service system construction, some bold explored. On convenient human measures, some centred on aroused the enthusiasm of the medical staff, encouraged diversified medical. But it obtained certain achievements in overall, such as the structure has been further adjusted, further integrated resources; medical service system constantly optimized; personnel distribution system reform was effective, the enthusiasm of medical staff was improved; the measures of convenience human effect was obvious, the hospital internal management ability continuously strengthened and so on. But there were still more confusions in the reform, reform of system and mechanism were not formed unified trend, underpowered, and so on. All of these posed challenges for the reform of public hospitals. Based on Zhenjiang, Wuhu, Beijing and other seventeen national public hospital reform pilot city, this article summarized the content and effectiveness of the public hospital reform simply. It pointed out that the reform of public hospitals was success and found out the shortcomings of the reform of public hospitals also, and thus it will provide precious experiences for the next health care reform.
