摘    要:目的为探讨刍:队医院护理人力资源的利用现状,合理配置现有护理人力资源,使工作效率达到最大化。方法借助卫生经济学、卫生经济管理学及现代护理管理学的有关理论,采用了对部分医院临床科的军人护士和聘用护士进行问卷调查的方式。结果不同等级的医院、不同的科室工作量和工作效率并不完全相同,忙闲不均,各级护理人员在多数操作项目中没有层次差别,因而人力资源的能级浪费与不适宜服务并存。结论对护理人员的班次进行合理编排,形成最佳的能力结构和职称结构,真正实现以病人为中心的整体护理。

Abstract:OBJECTIVE To discuss the utilization efficiency of the nurse human resource in some military hospitals, to rationally allocate the nurse human resource to achieve the most efficiency and rewarding careers.METHODS The author investigated the profiles of the nurse human resources in some military hospitals based on the theory of health economics,health economics management, modern nursing management. RESULTS The tough features,such as the inrational structure of the nurse personnel, the generally comparative lowness of the academic degrees and technical titles of the clinical nurses, the overloading nursing work, the overmuch indirect nursing work, the technical titles unfitted for their working posts, and the insufficient qualities of the nurse personnel, have become more prominent presently. The unstability of the military nurses as well as the employed nurses principally attribute to the secondary occupation selection. Therefore, for settling the foregoing problems,we should constitute a rational allocation of the military nurses, stahilizing the specialized nurses,establish a suit of potent management system of the employed nurses, and stabilize the clinical nurse personnel. CONCLUSION Through the grading research on the nurse working, according to the definite nursing practices clinically demanded,in order to construct a optimum structure of the working capabilities and the technical titles. Thus, the nursing organizations may integrate all parts of forces to provide potent measures to improve the operations of the nurse management system, improve the qualities of the nurse personnel greatly,and enforce the good cooperation of them which would help to realize holistic nursing.
