| 摘 要： | 将卫生事业经费中医疗经费转移到防治防疫经费是解决政府对预防卫生事业投入不足的政策思路之一.该文以国家卫生服务总调查资料为基础,就农村地区情况对这一政策思路进行了定量模拟论证.研究认为:(1)医疗经费向预防卫生事业转移可以满足预防卫生事业所需政府投入;(2)该政策对医院的震荡在我国一、二、三类农村地区可通过调整劳务收费、压低药品业务收入来消除,因而在技术上是可行的. |
