| 摘 要： | 本文介绍了出生缺陷监测方案的类型，出生缺陷监测的历史背景，我国出生缺陷监测情况。探讨了我国目前采用的以医院为基础的出生缺陷监测方案存在的局限性，分析了在我国推行以社区为基础的人群出生缺陷监测方案的必要性。
